About the GCBF

The Government Contractors Business Forum (GCBF) is a distinguished business group of established government contractors and consultants in various industries that are seeking to significantly increase their market share in the public sector by: strengthening their governmental and business relationships; obtaining current procurement, bidding and contract information; and avoiding costly investigations which may result in civil and criminal penalties. The GCBF is committed to bringing together Chicago’s top contractors with governmental agencies to help facilitate their continued growth and success in a constructive, bold and newly designed business environment at The Metropolitan in the Willis Tower. 

Participating businesses are invited to be a member of the GCBF and attend monthly meetings at The Metropolitan with key representatives of the City of Chicago and its sister agencies, Cook County, State of Illinois and the federal government. There will be a minimum of 12 meetings during the annual membership period.  The primary purpose of the meetings is to keep the GCBF members abreast of current and pending developments in government procurement regulations, policies, legislation, business resources, DBE/MBE/WBE participation requirements and major contract opportunities. The Forum, which started ten years ago, is chaired by Anita Ponder, an attorney, consultant and partner at the national, full-service law firm of Quintairos, Prieto, Wood & Boyer, P.A. (QPWB), the largest minority and women-owned law firm in the nation.

GCBF Membership Fee Information

  • 2019 Annual Membership Period: To Be Announced. (TBA).
  • Fee varies by size of business (large or small).
  • Each member/business may invite an unlimited number of persons from their company to attend each GCBF meeting provided each person is registered by the designated registration deadline date/time on the meeting invitation. Each member/business may invite a non-affiliated guest to attend one meeting only.

Forum meetings typically feature high-level government representatives who provide current, new and innovative procurement, bidding and contracting information. This information is intended to enable the GCBF members to: comply with governmental regulations, policies and legislation governing the participation of government contractors; identify and obtain business development, technical and financial resources; develop contracting and teaming relationships with other Forum members; and establish professional relationships with key government administrators pursuant to the applicable ethics guidelines.

The Forum strategically positions each GCBF member to successfully compete for contracting opportunities in the governmental marketplace by helping them to achieve the following goals:

  • Obtain critical information about major bidding opportunities in a timely manner
  • Understand complex, often ambiguous and ever-changing regulations and policies governing the bidding and contracting process
  • Prepare competitive, responsive, successful bid proposals
  • Facilitate contract compliance on government contracts
  • Avoid severe contract penalties, including contract termination, debarment, suspension, certification denial, decertification, liquidated damages, fines, as well as, civil and criminal penalties for noncompliance
  • Identify and establish teaming relationships, and foster working relationships with prospective government agencies, partners, contractors, consultants, subcontractors and suppliers, including qualified disadvantaged, minority and women business enterprises
  • Develop and expand relationships with key government representatives, including Board Presidents, Board Chairmen, Chief Executive Officers, Chief of Staffs, Chief Operating Officers, Chief Financial Officers, Chief Procurement Officers, Department Heads, General Counsels, Deputy Commissioners, DBE/MBE/WBE Program Directors and certification and compliance managers
  • Receive information about business and technical resources
  • Facilitate best practices in government procurement and contracting
  • Receive government contract consultation and support 
  • Receive legal services from QWPB at significantly reduced billing rates
